In a world of increasing traffic and constant growth of mobility, pressures in the metropolitan areas have reached all time highs. Safety and smooth sailing in traffic have become priorities while environmental and noise pollution are but just a few factors which have plagued our society. This has resulted in a need to manage and control traffic in an attempt to minimise these rising economic and social concerns. Influencing traffic and the behaviour of automobilists can only be accomplished through providing reliable traffic information and speed enforcement of traffic regulations. Such speed enforcement will usually pose a challenge especially if one considers the unbridled growth in mobility, which is likely to lead to labour-intensive tasks. New technological advancement has however, provided for an automated speed enforcement system whereby speed enforcement on a larger scale will be possible. This enlargement of scale implies automation for processing chains in the Police and Ministry of Justice.

WHAT WE CAN DO FOR YOU
CSC is an independent systems integrator for the implementation of traffic enforcement systems on a project basis. CSC bases a number of traffic enforcement systems (section control) on the products available from JAI in Denmark. JAI is a renowned product supplier of video capture, registration and recognition of license plate products, which have originally been developed in the United States of America primarily for military purposes (Missile Technology). CSC, together with JAI possess extensive technical knowledge coupled with experience on the subject of sensors, video technology, roadside systems, presentation and process supported (back office) systems, which dominate the ambit of traffic and technology.
CSC provided the delivery, implementation and maintenance of fixed speed measurement and red light negation systems (so called “iron policemen”) under the product name ‘Lightning Cloud’. This system is fully digital; from high resolution cameras to the back office with the police. This end to end automated system was demonstrated by CSC in the EG100 tender for the Ministry of Justice. CSC won and is responsible for the nationwide rollout for The Netherlands of more than 100 systems.
CSC, TRAFFIC MANAGEMENT FOR THE ENTIRE CHAIN
Sufficient control of an automated speed enforcement system requires approaching the entire chain with both manual and automated processes, which support and complement each other. CSC has realised this goal by employing innovative state-of-the-art technology, and by working with experienced, dedicated and renowned partners, has set this goal in motion. In addition to employing the appropriate technologies, CSC focuses not only on the total chain from the roadside, but to the back office as well, gaining both perspective and insight from a dedicated team who specialise in traffic management.
A2 – CSC’S FIRST SPEED ENFORCEMENT SYSTEM FACT
CSC implemented the first fully automated speed enforcement system in The Netherlands in 1998 on the A2 highway between Maarssen and Breukelen. Section control on the A2 has successfully shown that automated speed enforcement on a section of the road has had a positive impact on both traffic safety and flow. Research has determined that section control on the A2 has impinged positively on the environment and has caused a decline in noise pollution.
DELIVERY AND MAINTENANCE OF ENFORCEMENT EQUIPMENT FOR SPEED AND RED LIGHT
CSC delivers and maintains enforcement equipment for speed and red light negation. To deliver this nationwide solution CSC has developed its own solution.
This new architecture is fully digital from Ethernet cameras to central server computing and acquires a minimum of roadside equipment to reduce TCO and risk of vandalism.
SECTION CONTROL A2 and A4
As from 2003, CSC has been a participant in the section control programme run by the Dutch Public Prosecution Service (CVOM) for the A2 highway in The Netherlands. Using CSC’s section control system or CTCS (CSC TrajectControle Systeem), all passing vehicles are captured real-time at the entry and exit of the relevant section on the highway. This is achieved by means of innovative video technology, monitoring maximum speed limits and is capable of automatic recognition of license plates. Between the two Dutch, major cities Amsterdam and Utrecht, a section control is placed, as well in the south of the Netherlands nearby Maastricht. When coming from Schiphol Amsterdam Airport towards the Hague by car, you will travel through the CSC's section control as well.
SECTION CONTROL N62
In 2014 CSC implemented a section control system on the N62. The Westerschelde Tunnel is 6.6 km long with 2 tubes, 14 kilometres of highway and a toll plaza, which consists of 7 lanes in each direction, 14 in total. CSC installed a major section control system on the N62 highway near Terneuzen. This system falls under the framework agreement with the Dutch Public Prosecution Service (CVOM), controls the speed on the N62 highway in two directions using multiple speed enforcement sections that can operate independently and is based on a completely redesigned architecture.
