Faced with increasing pressures, accelerating decision cycles, and a new generation of tech savvy users, governments and companies are looking to CIOs as advisors and agents for responsiveness, agility, and collaboration. That’s what the survey says. CSC recently published the 2011 CIO Barometer: A Time of Opportunities? (PDF, 6 MB), a survey based on quantitative analysis of the trends and outlook for IT directors from a sample of major companies and public organizations.
A Time of Opportunities for CIOs?
Leif Ulstrup, president of CSC’s Federal Consulting Practice, presented highlights of the publication at a November 2 event titled Transforming the Way Government Does IT, sponsored by GovernmentCIO Magazine. Leif discussed:

At the same event, panelists brought the survey results to life — discussing the current and future roles of government IT leaders specifically. Panelists included:
- Darren B. Ash, Deputy Executive Director for Corporate Management, Nuclear Regulatory Commission
- Jeff Huskey, Chief Information Officer, Federal Trade Commission
- Earl Warrington, Assistant Deputy Associate Administrator, OITSS at General Services Administration
- Pat Schambach, Vice President Homeland Security Division, CSC
The panelists emphasized the importance of relationships within an organization. One panelist suggested that the new CIO role requires 20% technology and 80% psychology.
