Special Item Numbers
SIN 874-1 Integrated Consulting Services: CSC provides expert advice and assistance in support of an agency’s mission-oriented business functions. Services covered by this SIN include:
- Management or strategy consulting, including research, evaluations, studies, analyses, scenarios/simulations, reports, business policy and regulation development assistance, strategy formulation, and expert witness services
- Facilitation and related decision support services
- Survey services, using a variety of methodologies, including survey planning, design, and development; survey administration; data validation and analysis; reporting, and stakeholder briefings
- Advisory and assistance services in accordance with FAR 37.203
NOTE: Consulting services where the preponderance of work is specifically covered under other GSA Schedules are not permitted under this SIN; please refer to the Scope of Work in Part I of the MOBIS solicitation for further information.
CSC provides facilitation and related decision support services for agencies engaged in collaboration efforts, working groups, or teams. Services covered by this SIN are:
- Defining, refining, and resolving disputes, disagreements, and divergent views (excluding EEO disputed)
- Leading or facilitating group briefings and discussions, enabling focused decision-making
- Recording discussion content and related facilitation support services
- Debriefing stakeholders
- Preparing and providing draft and final reports relating to the facilitated issues
CSC provides surveying relating to mission-oriented business issues. Contractors shall assist with or perform all phases of the survey process. Services covered by this SIN are:
- Survey planning, design, and development
- Pretest/pilot surveying
- Assessing reliability and validity of data
- Conducting/administering surveys
- Analyses of quantitative and qualitative survey data
- Production of reports related to the survey
- Briefings of results to stakeholders
SIN 874-2 Facilitation Services and SIN 874-3 Survey Services: Both SINs were deleted and those services are now covered under SIN 874-1 Integrated Consulting Services.
SIN 874-7 Integrated Business Program Support Services: CSC provides services to assist agencies in managing their mission-oriented business projects or programs and achieving mission performance goals. Services covered by this SIN include:
- All phases of program or project management, from planning to closeout
- Operational/administrative business support services in order to carry out program objectives
NOTE 1: Program support services where the preponderance of work is specifically covered under other GSA Schedules are not permitted under this SIN; please refer to the Scope of Work in Part I of the MOBIS solicitation for further information.
NOTE 2: Administrative support services are authorized under this SIN; however, they must be provided in conjunction with other professional business services covered under this Schedule and must be performed under the supervision of the contractor’s Project or Program Manager. Personal services as defined in FAR are prohibited under MOBIS.
Helpful Details
You can obtain MOBIS services through FPLH and T&M task orders. Agencies may order directly from a contractor or create an electronic delivery order through GSA Advantage!™, an online system provided by GSA. Agencies can issue their own task orders or go through GSA FAS. The minimum value for each task order is $300; you may request a discount for each task order exceeding $1 million.
Getting Started
Work may begin as soon as five days after you issue a task request, or it may take longer, depending on your requirements. Some guidelines:

- Prepare a description of the work to be done and request cost proposals from at least three MOBIS contractors.
- You must review schedule price lists from at least three MOBIS contractors (FAR 8.405-1) and make a best-value selection before placing an order. (Download CSC schedule below.)
- If your needs are long-term and recurring, you can obtain discounts by creating a MOBIS BPA. Get details from the appropriate CSC contact listed below.
- Issue a task order that includes the contractor’s GSA number.
