A reduced defense budget and acquisition reforms are placing increased pressure on the aerospace and defense Program Management Office (PMO). In this environment, the PMO is challenged to reduce costs and cycle times while improving product quality and satisfaction of both internal and external customers. Simultaneously, a shrinking industrial base, government privatization, and the shift toward more Full Service Provider contracts is requiring longer and more complex program management “through life” of aerospace and defense contracts. On the new business front, program managers are faced with demonstrating capabilities in both collaborative processes and technology in order to compete and achieve high customer satisfaction.
