James W. Sheaffer
North American Public Sector
President
Mr. Sheaffer is president of the North American Public Sector,
CSC's largest business unit providing business and mission solutions and services to agencies
of the United States and Canadian governments worldwide. From 2003-05, he served as vice
president and manager for CSC's business area serving the United States Department of Treasury,
including the Internal Revenue Service (IRS). Mr. Sheaffer was also general manager for the PRIME
Alliance, CSC's partnership with the Internal Revenue Service to support the Business Systems
Modernization program. Led by CSC, the PRIME Alliance includes IBM, BearingPoint, Northrop Grumman,
SAIC and Unisys.
Prior to joining CSC, Mr. Sheaffer spent 27 years with American Management
Systems Inc. (AMS). As a senior vice president from 1998-2002, he served as chief operating
officer for AMS's telecommunications industry practice in North America and Europe and led the
company's entry into the Asia Pacific and Latin American regions. From 1990-98, as European
general manager, he created and built AMS's business with financial services and telecommunications
clients -- growing from less than $5M to more than $200M in annual revenue. By 1998, AMS had more
than 1,400 staff operating from 14 offices in 11 European countries.
Before his European assignment, Mr. Sheaffer established and led AMS's information
technology consulting and services practice with the United States Department of Defense serving
clients in all four uniformed services. He also gained experience with civil agencies, managing
projects for the United States Departments of Energy, Labor and Housing and Urban Development,
as well as the Environmental Protection Agency and GAO.
Mr. Sheaffer currently serves on the board of directors for both the Professional Services
Council and the Intelligence and National Security Alliance.
Mr. Sheaffer earned a BS degree in economics from the Wharton School at the
University of Pennsylvania and an MBA degree from the University of Chicago. He served as an
officer in the United States Navy.
