When the U.S. Army Materiel Command (AMC) contracted with CSC to modernize its logistics automation support capability, it initiated the first government contract in which both modernization and day-to-day operations were outsourced to one IT services provider.

A Bold Approach
At the program’s outset, AMC comprised approximately 50,000 logistics professionals to manage and supply the weapons systems and commodities — artillery, tanks, aircraft, missiles, ammunition, field electronics and chemical and biological weapons protective gear — essential to readiness and success in war. Over the years, AMC’s logistics system had evolved into a complex web of more than 2,200 legacy applications.

To update its logistics system, AMC decided on a bold approach: outsourcing the design, implementation and day-to-day operations of a new logistics system that included best commercial practices and commercial-off-the-shelf technology.


Personnel as the Key
For the modernization effort to succeed, many issues and concerns had to be addressed through a broad organizational transformation strategy. The most important part of the organizational change strategy was retention of the AMC employees whose positions were to be outsourced. Many of these employees had more than 20 years experience, and their accumulated knowledge was irreplaceable. CSC’s efforts to retain them were highly successful. Of the 207 in-scope employees, 205 accepted jobs with CSC.

The use of off-the-shelf technology for the LMP solution meant that easy, cost-effective upgrades would be possible with every new version of the software. However, any commercial package would require a certain amount of customization. SAP’s defense industry solution was selected as offering the best “out-of-the-box” fit. Armed with intimate knowledge of government and military operations, CSC collaborated closely with SAP to incorporate increased forecasting and item-tracking functionality into the standard SAP defense industry solution. (SAP later incorporated this functionality into its defense industry solution.)


LMP in Action
Since LMP went live in 2003, the Army has exceeded industry standards in these key areas:

  • Interface Transaction Flow
  • Security Access
  • Moving Change Requests to Production
  • Automated Processing
LMP fully supports sourcing and acquisition, production scheduling, order processing, inventory management, transportation, warehousing and customer service. Today, U.S. troops in Afghanistan, Iraq and other occupied hotspots around the world reap the benefit of this technology.

As prime contractor for this effort, CSC has led one of the first ERP projects in the U.S. Department of Defense and one of the largest SAP implementations ever. This pioneering effort has forged a unified team of CSC and Army staff working seamlessly to streamline the connection from the factory to foxhole.
