IRS, CSC UNVEIL ONLINE BUSINESS TOOLS

Applications Built by CSC’s PRIME Alliance Ease Burden on Tax Professionals

EL SEGUNDO, Calif., Nov. 7, 2003 — The Internal Revenue Service has rolled out its first Internet-based business tools for tax professionals. The tools, which were developed by Computer Sciences Corporation’s (NYSE: CSC) PRIME Alliance team, are the initial components of a suite of tools known collectively as “e-services.” E-services will streamline several processes tax professionals perform regularly and will improve business collaboration with the IRS.

“The e-services applications are just a few of the major business system modernizations the PRIME Alliance has completed for the IRS since 2000,” said Jim Sheaffer, general manager of CSC’s PRIME Alliance. “The applications unveiled today are the first in a series of applications releases that will empower taxpayers to do more through the IRS’s Web site. We are pleased to see these modernization successes delivering benefits to the IRS and the taxpayer.”

Three e-services applications were introduced today:
  • Registration — Before using other e-services products, tax professionals will register online and create an electronic account. The registration process is a one-time process for tax professionals to select a user name, password and personal identification number.
  • Preparer Tax Identification Number Application — The Preparer Tax Identification Number (PTIN) application allows a paid preparer to apply for and receive a PTIN online. Anyone paid to prepare a tax return is required to sign the return and provide either a PTIN or a Social Security Number. The PTIN program began in 1999 to address preparers’ privacy concerns.
  • Interactive Taxpayer Identification Number Matching — Interactive Taxpayer Identification Number (TIN) Matching is a new, pre-filing service offered to banks or others that pay income subject to backup withholding. Authorized payers can match up to 25 payee TIN and name combinations against IRS records before submitting an information return. This pre-filing check can prevent mismatches and possible penalties for the payer.

Future e-services include an expansion of TIN Matching that allows for bulk matching of thousands of Taxpayer Identification Numbers within 24 hours. Tax professionals can register for e-services immediately by visiting http://www.irs.gov/taxpros/article/0,,id=107478,00.html.

In the past three years, CSC’s PRIME Alliance has developed several products to modernize the IRS’s business systems, including:
  • Customer Communications — Modernized call systems cut by half taxpayers’ call-waiting time and the number of abandoned calls. It also introduced bilingual voice recognition capabilities, which helped double the number of Spanish-language calls.
  • Where’s My Refund? — Provides taxpayers with their refund status over the Internet. Taxpayers used the service more than 17.6 million times in 2003.
  • Customer Relationship Management — Provided nearly 4,000 revenue agents with direct laptop access to tax computation software.
  • Modernized Infrastructure – Provided a common technical infrastructure that supports both the business applications listed above as well as future business solutions. The infrastructure allows a common, secure means for interacting with IRS employees, business partners and individual taxpayers.
