CSC plays an important role in a vital Department of Defense (DoD) logistics program, the Defense Transportation Coordination Initiative (DTCI).
The U.S. Transportation Command is implementing a third-party logistics freight management program to improve the reliability, predictability and efficiency of DoD materiel moving within the continental United States (CONUS). The objective: reduced cycle times and improved predictability through more dedicated truck schedules, cross-docking operations, better mode selection, and load optimization.
Menlo Worldwide Government Services, LLC of San Mateo, Calif., was awarded the DTCI contract in August, 2007. CSC provides the IT infrastructure and systems integration support. Other team members on DTCI include ONE Network Enterprises and Olgoonik Logistics.
The DTCI system’s Electronic Data Interface transactions process shipment requests, confirm outbound shipping details, track shipment status, and provide notification of events such as pick-up, delays en route, and delivery. Even the billing procedures are fully automated and allow integration of commercial and government systems. Certain categories of freight are excluded from DTCI, such as sensitive and/or classified shipments, arms, ammunition and explosives, bulk and missile fuels, household goods and privately owned vehicles.
On 31 March 2008, the DTCI Program went “live,” with operations at the Defense Logistics Agency’s Defense Distribution Center (DDC) in Puget Sound, Washington, beginning a three-phase rollout:
- Phase I: Includes Defense Logistics Agency CONUS Defense Distribution Centers (DDC)
- Phase II: Incorporates activities within close proximity of the DDCs, selected aerial ports and DoD shippers
- Phase III: Involves all other scheduled DoD activities.
