Team CSC Global Support to DoDIIS
DIESCON 3 is the follow-on to the DIESCON and DIESCON II contracts. CSC leads a team of world-class partners in providing global support to the DoDIIS community through this contract.

DIESCON 3 is an evergreen BPA administered by the Defense Intelligence Agency. It is available to all members of the US Intelligence Community. IC Members may receive delegated contracting authority from the DIA which will allow the organization to control the contract process as well as to use their own security processes.

Service Categories

There are four individual Service Categories covered by this Blanket Purchase Agreement. The following descriptions, taken from the SOW, describe each of these Service Categories.

1. Community Infrastructure Management

This category of service covers DIA and Community organizations whose mission is to provide for the planning, development, deployment, operation, management, and oversight of global information networks and infrastructure supporting intelligence producers. Requires an in-depth knowledge and understanding of the DoDIIS Community of Interest, Defense and National infrastructures, as well as state-of-the-art architectures, communications, and networking skills and capabilities. As may be defined by specific BPA orders, required services shall include, but are not limited to, the following functional areas:
  • Network Planning and Engineering
  • Rapid Response Capability
  • Hardware and Software Support
  • System Security Support
  • Training and Documentation

2. Information Systems

This category of IT service covers DIA and Community organizations responsible for Information Systems support that enables intelligence producers and consumers to meet a wide range of mission objectives. Information Systems services require an in-depth knowledge and expertise in Systems Architectures, Software Integration, Systems Operations, and Technology Insertion (i.e., IT Commodities Lab testing and support). Support services may involve planning, integration and application development, deployment, operation, and management of UNIX and Windows NT-based client/server environments, Local Area Networks (LANs), and general IT capabilities world-wide.


3. Intelligence Support and Information Services

This category of services covers the DIA and Community organizations responsible for the production and dissemination of intelligence products and information. Support covers a range of functional and system requirements from the intelligence producers, decision authorities, and intelligence dissemination activities. This category requires an in-depth knowledge of the intelligence production and dissemination process and specialized expertise in the area of Publishing and Graphics, Imagery Processing and Archiving, Information Management, and Intelligence Dissemination. Pursuant to specific BPA orders, required services shall include, but are not limited to, the following:
  • Application Support
  • Hardware Support
  • General Information System Engineering and Technical Assistance
  • Business Process Analysis and Re-engineering
  • Training and Documentation

4. General Technical Support Services

This category of IT service covers DIA and Community organizations responsible for wide range administrative, logistic, and management functions and systems that directly support the intelligence life cycle. Services cover specialized support to Integrated Product Teams (IPTs) and Project Management Offices (PMOs) engaged in a variety of functions that provide direct support or benefit to intelligence producers, decision authorities, and intelligence support organizations. Pursuant to specific BPA orders, required services may include, but are not limited to, the following:
  • Business and specialized Applications Support not otherwise covered by Information Systems
  • Database Management System (DBMS) Engineering Support within the Software Support functional area
  • General Information Technology (IT) Hardware Support
  • General Information System Engineering and Technical Assistance
  • Business Process Analysis and Re-engineering
  • Systems and Facilities Management Support
  • Internet/Intranet World Wide Web (WWW) Support
  • Video Production and Teleconferencing Support
