The industry has been focusing much attention on the Shared Savings Program (ACO program) of the Accountable Care Act (ACA), and this has distracted many industry executives from the reality that three other programs being launched in the ACA formally tie hospital performance to Medicare Reimbursement rates. The performance measures for these programs define the accountability agenda for every hospital that treats Medicare IPPS patients.
The programs are ramping up quickly, measurement is already underway, and the cumulative financial impact places the entire margin of many hospitals at risk. Arguably, accountable care is already here. This white paper looks across these programs and discusses the resulting quality improvement agenda for hospitals.
