Hospital Value-Based Purchasing Update: Overview of the CMS Final Rule

Established under the Affordable Care Act of 2010, the Value-Based Purchase (VBP) program seeks to transition Medicare toward a closer link between payment and quality. The program will provide hospitals that meet established performance or improvement standards with value-based incentive payments beginning in 2012 (FY 2013). The launch of the program coincides with a reduction in base operating DRG payments to all subsection (d) hospitals. This white paper summarizes how the program will work and outlines what it means for hospitals.
