The Four "C's" of cost, capacity constraints, coverage expansion and changing roles are powerful forces transforming all of healthcare - including the traditional health plan. The challenge is to integrate the efforts of all the constituencies to align efforts and incentives and systematically address these forces that are set to shape the healthcare landscape for years to come. The Next Generation Health Plan is in a unique position to do so through its ability to aggregate resources and leverage economies of scale on behalf of fragmented purchasers, providers and consumers. To truly address the forces shaping healthcare, and to take control of the future, the Next Generation Health Plan must:
• Operate at maximum efficiency
• Systematically address the underlying cost of healthcare
• Partner with providers to enable their leadership and critical contributions
• Adopt a value-based retail orientation to health coverage products and services
