This white paper discusses the five truths for health plans. The underlying logic of pay-for-performance (P4P) as a solution to rising healthcare costs is simple: if providers are paid for quality, they will be able to deliver high-quality healthcare without risk to their income. As a result, quality will improve and healthcare costs will decrease. This basic premise is reinforced by the belief that it is possible to identify, measure and report on quality standards that are directly related to achieving these outcomes, and that high-quality healthcare is the most cost-effective healthcare.
