A consumer expectation would be that the passport can’t ever by sniffed.  Personally I’d only see this thing transmitting when it is in range of an authorized reader at a government checkpoint.

Bag is targeted at consumers, presuming they may be hyper-sensitive about security and the unknowns of wireless interceptions.
