For medical countermeasures with a limited commercial market, Federal funding can be an attractive option. But for the uninitiated, Federal regulations can be daunting. For example, did you know that all U.S. government contracts above a certain value require a validated Earned Value Management System (EVMS)? The threshold amount varies by agency; establishing and vetting such a system is no small undertaking, and the expense may not be reimbursable under government contracting rules.
