The CSC approach combines an in-depth understanding of Systems Engineering (SE) and Life Cycle Materiel Management (LCMM) backed up by the computer tool and IT expertise for which CSC is known worldwide.
The ELS Group facilitates the project implementation efforts of other companies and of government departments throughout all asset life cycle phases.
Conception Phase - Early in a project, CSC can assist clients by developing a concept of operations, determining how the asset will be used ("use study"), and preparing a maintenance concept.
Acquisition Phase - CSC can help organizations acquiring assets by adapting its model contract Statement of Work (SOW) to meet project requirements. As part of this process, CSC can determine what technical data will be needed to support the project office decision making process and enable life cycle product support.
CSC can also help bidding companies by preparing plans in specialist areas, such as Systems Engineering, Configuration Management, Reliability Engineering, Integrated Logistics Support, and IT Security. In addition, CSC can provide a Bid Management Service, ensuring the submission of a compliant proposal, on time, with a high win probability.
Following contract award, CSC is able to support implementation contractors by providing a full range of ILS services including the conduct of Logistics Support Analysis (LSA) and development of maintenance plans, technical manuals, and training course materials - to either military or commercial standards.
In-Service Phase - During the in-service phase, CSC can support asset owners by rationalizing existing Maintenance Programs to improve the effectiveness and reduce the cost of preventive and predictive maintenance. CSC is also experienced in analyzing Supply Chain solutions with a view to recommending how they can be improved, for example by establishing arrangements for rapid delivery of parts, through use of Internet-based solutions, or through better inventory management business rules, etc. CSC can also implement Computerized Maintenance Management Systems (CMMS) and provide procedures for their effective use.
CSC is also able to provide procedures and computer tools for effective Configuration and Technical Data Management and can establish an effective Performance Measurement regime and suggest methods for problem reporting and resolution.
Disposal Phase - Based on its experience, CSC can develop a business case for asset replacement, conduct the necessary pre-disposal surveys and prepare disposal plans that address potential environmental impacts.
